中小企业是是我国国民经济建设一支重要的战略力量，是构建市场经济的主题。研究国家对促进中小企业发展制定的政策措施，对中小企业在新的历史发展阶段、在世界经济环境激烈的竞争中加快发展步伐具有重大的意义。本文以中小企业为研究对象，结合中小企业发展环境、发展现状，对中小企业发展现状进行研究与探讨。阐述了中小企业发展理论、历史进程、中小企业的作用以及存在的问题，阐释了政府支持中小企业发展的理论依据，及近期国内促进中小企业发展的优惠政策措施，分析中小企业现阶段的环境，提出促进中小企业发展的政策措施以及改善的建议。%The small and medium-sized enterprise is our country national economy construction is an important strategic forces, is the construction of market economy subject.
