完善基本养老保险制度建设的若干建议——湖南省基本养老保险情况调查分析

The basic pension insurance program, as an important social policy of China, has been imple- mented this day with the gradual prosperity of economic society. Hunan province has got an outstanding achieve- ment in the institutional construction of the basic pension insurance, but there are a few aspects needing improve- ment for the system operation ： the first is improving the policy and establishing the legal system of social securi- ty ; the second is expanding the cover of the basic pension; the third is building up the security system with multi - lever pension insurance ; the fourth is actively probing into preserving and increasing the value of funds ; the fifth is reinforcing the publicity of social security system. Meanwhile, a suggestion is being made to the country for further support of building social security system including pension insurance in central and western areas, implementing the policy of west development, improving financial policy, giving a priority to social security in the poor area of West Hunan and leading the way to the full coverage of the new - type rural CMS.%基本养老保险作为国家的一项重要社会政策，在经济社会日益昌达的今天终于变成了现实，湖南省基本社会养老保险制度建设取得了令人瞩目的成绩，但进一步完善制度运行还需要从多方面加以改进：一是完善政策，建立健全社会保障法律体系；二是扩大基本养老金体系的覆盖面；三是构建多层次养老保险保障体系；四是积极探索如何实现基金保值增值；五是加强社会保险制度宣传工作。另外，建议国家进一步加大对中西部地区包括养老保险在内的社会保障体系建设的支持，落实西部大开发政策，完善财政政策，在湘西等贫困地区实行社会保障先行，率先实施新农保制度全覆盖。
