高校公共管理类人才培养社会适应性研究

     

摘要

近20年来,我国公共管理学界紧密跟踪世界公共管理学科发展进程并切实考量中国社会对公共管理类人才提出的新要求,研究公共管理类人才培养模式。笔者认为中国的公共管理类专业存在人才培养目标与实际培养结果的偏差,就业预期与实际就业方向的偏差,社会需求与实际人才供给的偏差,社会适应性不高。为此重新审视人才培养目标定位的准确性,并从目标-手段关系、就业预期定位和客观认定社会需求等视角分析人才培养与社会需求不和谐的原因,重新构建能够适应社会发展多样化需求的中国公共管理类人才培养模式。%In the past 20 years ,public management field in our country has closely followed the disci‐plinary development of public management in the world and exaimned the new requirements for public management talents in Chinese society ,and constantly explored the training models for public management talents .This article concludes that there are discrepancies between talent cultivation objectives and results in the public management specialty in China ,between employment expectations and practical employment directions ,and between social demand and practical supply .Therefore ,the social adaptability of these tal‐ents is not very high .We should re‐examine the concise objective of talent training and analyze the inhar‐monious relationship between social demand and talent training from the relationship between objectives and means ,employment expectation positioning and objective decision of social demand ,etc .so as to con‐struct public management talent training models suitable for the various needs of social development .
