基于新型城镇化的乌海市土地问题思考

摘要

With the national new urbanization ,this paper explores into the changes in land using in Wuhai city in Inner Mongolia Autonomous Region ,studies the problems in the process of urbanization and proposes some solutions and suggestions to the promotion of new urbanization of Wuhai as a resources city from the perspective of sustainable utilization of land .Through this study ,we discovered that there are some problems with the land use in Wuhai ,which include the difficulty in ensuring the land use for urbani‐zation process ,the hard situation of land deterioration and ecological building ,the shortage of reserve re‐sources ,and city construction based on the farmland .To ensure the development of new urbanization ,it's necessary to optimize the overall arrangement of land use in urban and rural construction and to improve the transforming and supporting capability of the current construction land in city development .%笔者以国家推行新型城镇化为契机，通过对内蒙古自治区乌海市近年来土地利用变化情况的深入剖析，探讨了乌海市城镇化过程中出现的土地问题，并从土地可持续利用的角度提出了促进资源型城市乌海开展新型城镇化建设的有关对策及建议。通过研究发现：乌海市在城镇化进程中存在保障城镇化发展用地难、土地退化与生态建设形势严峻、后备土地资源不足、使用耕地的城市建设将面临严峻挑战等土地利用问题。优化城乡建设用地布局，提高现有建设用地对城市发展用地的转换支撑能力是保障新型城镇化发展的必要之策。
