新农村建设中提高文化惠民能力的实践探索*以浙江省湖州市为个案

The proj ect of rural culture “Eight Possession”is not only a cultural popularization pro-j ect,but also a spiritual farmer benefiting one.To carry out this proj ect has a very strong practical and far reaching historical significance in protecting the rural residents’cultural rights and interests,enric-hing their spiritual life,and raising their ideological and cultural qualities.The city of Huzhou in Zhe-jiang Province has attempted to carry out the “eight possession”cultural construction and has achieved a great success,which can provide beneficial revelation for the new rural construction in other regions at home.%农村文化“八有”工程既是一项文化普及工程，也是一项精神惠民工程。开展这一项工程对于保障农村居民文化权益，丰富他们的精神生活，提高其思想文化素质具有重要的现实意义与深远的历史意义。浙江省湖州市在探索新农村建设之路中尝试了开展“八有”文化建设，取得了可喜的成绩，也对国内其他地区的新农村建设提供了有益的启示。
