协作规划的重点是协调各个利益主体的关系，实现合作。跨流域的规划涉及行政权属不同的多个城市，实现统一协调的合作交流是实现流域城市协作规划，整体协调发展的必由之路。我国的跨流域城市规划目前呈现割裂分散的现状，自然格局和人文环境无法协调统一，应建立协作平台协调多个主体，规范制度法规和规划人员职责，以促进跨流域的协作规划。%The key point of collaborative planning is to coordinate the relationship between the various stakeholders to achieve cooperation. Inter basin the planning involves various city that is of different administrative authority. Realizing the unified and coordinated cooperation and communication that is the only way to realize the coordinated development of the river basin city. It is obvious that inter basin urban planning in China is fragmented and decentralized development, the natural pattern and the human environment cannot be coordinated and unified. The strategy to promote the river basin collaborative planning is to establish collaboration platform to coordinate multiple subjects, to regulat the system of laws and regulations ,and to stipulate personnel responsibilities of planners.
