政府社会管理的误区及其理念创新——基于湖南实现“两个率先”的思考

＂两个率先＂是湖南省委、省政府在深入研判发展形势、科学把握发展规律的基础上作出的重大决策,具有丰富的社会管理意蕴,政府社会管理是＂两个率先＂的应有之义,是又好又快实现＂两个率先＂的重要保障。创新政府社会管理理念,实现＂两个率先＂必须要坚持以人为本的理念,要进一步强化政府在社会管理方面的责任理念,树立＂有限政府＂理念和法治理念,实现和确保政府社会管理成果。%Two pioneers, which means to make Hunan be the first region in the middle region a whole well-off society, make Hunan be pioneer to achieve in building an two-oriented society, is an important strategic decision of Hunan provincial party committee and provincial government. Social management for government should be the important part and the guarantee of the concept of ＂two pioneers＂. Hence, the paper proposed some measures to innovate the concept of social management for government.
