The 19 th National Congress of the Communist Party of China indicates that improving the grass-roots party organization should focus on upgrading organizational power and lay stress on political function. The new era has put forward new requirements for party branches. And it has become necessary to upgrade organizational power in colleges. Aiming at solving organizational power problems in Party branches at the basic level, Colleges should strengthen political construction, improve party construction system, exert leading effects of key members, optimize structures of party branches, and regenerate the work carrier in order to give full play to the effect of Party branch as a fort and party members' exemplary roles.%党的十九大报告提出要以提升组织力为重点, 突出政治功能来加强党的基层组织建设.新时代党的建设对基层党支部提出了新要求, 加强基层党支部组织力建设成为高校必须解决的时代课题.针对高校基层党支部组织力建设存在的问题, 高校需要从加强政治建设, 健全党建制度, 发挥基层党组织书记"头雁效应", 优化基层党支部结构, 规范基层党支部管理, 创新党建载体等几个方面着手, 更好发挥基层党支部战斗堡垒作用和党员先锋模范作用.
