纪检监察派驻机构履职中存在的问题与对策

         

摘要

实践中,纪检监察派驻机构缺乏独立性、权威性和专业性,工作缺乏有效性。究其原因,主要在于派驻机构的双重领导体制影响较深,“统一管理”体制未能真正统一,职责范围不够明晰,以及干部配备不到位等。因此,需要在全国范围内统一“统一管理”体制,理顺派驻机构与派出机关、驻在部门等之间的关系,合理确定派驻机构职责范围,并创新派驻工作机制。%In practice,the Discipline Inspection and Administrative Supervision Organ’s Accredited Organizations(the AOs)Lack of indepence,authority,expertise, and offectiveness at word. The reasons are mainly as follows:the deep influence of the double-leader-ship system,the actual disunity of the unified management system,the unclear boundaries of the responsibilities and the insufficient and unqualified personnel of the AOs. In order to solve the above-mentioned problems,we shall really unify the unified management system all over the country,clarify the relations among the AOs,the dispatching organs or the stationed departments etc.,determine the reasonable scope of the AOs’responsibilities and innovate the AOs’working mechanisms according to the practice.
