摘要

Establishing the Individual Voting system of important items is issued through the Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Governing the Country by Laws at the Fourth Plenary Session of the 18th Central Committee of the Communist Party of China.It will firmly promote the Party's legislation in a scientific and democratic way and make our county's voting procedure more scientific and democratic.%党中央在党的十八届四中全会通过的《中共中央关于全面推进依法治国若干重大问题的决定》中指出要建立重要条款单独表决制度。意在全面推进科学立法与民主立法，使之平衡，让我国法律的表决程序更加的科学、民主。
