对我国实施股票发行注册制的思考

摘要

在证券市场中，对股票发行监管主要采取注册制和核准制。在我国，股票发行注册制改革是股票发行制度改革的终极选择，也是立法机关的一项政治任务。推进注册制改革，有助于解决当前我国股票市场上存在的诸多问题。但是，股票发行注册制改革是一项系统工程，不可能一蹴而就。因此，需要全面研究注册制与核准制的实质差异，循序渐进地推进注册制的实施。%In the securities market, registration system and authorization are mainly adopted by the stock issuance regulators.In China, the registration system of stock issue is the ultimate choice of stock reform and also a political task of legislature.It is insisted that existing issues could be solved effectively.Whereas the reform is a systematic project, which takes a period of time to consummate.Therefore, it is an urgent to comprehensively study the difference of registration system and authorization to gradually implement registration system.
