我国行政许可审查的实质审查研究

摘要

我国《行政许可法》中规定根据法定条件和程序，需要对申请材料的实质内容进行审查核实的，行政机关应当指派两名以上工作人员进行核查。这是行政许可实质审查的法律出处，但是对于实质审查相关规定过于模糊，亟待完善实质审查相关规定和程序。%According to the statutory conditions and procedures of China's administrative licensing law , those with the substantial contents of the application materials needing examining and verifying should be checked by two or more functionaries designated by administrative organ.This is the legal source of administrative licensing examination as to substance,but it's too vague for substantive examination of the relevant provisions.Therefore,the substantive examination related regulations and procedures needs improving.
