河南省应对气候变化与保障能源发展的政策研究

摘要

能源与气候变化问题彼此互为因果，保障能源安全、减缓与适应气候变化已经成为全球、国家乃至国内各省可持续发展的重要议题。河南省应通过加强政策与法律建设，保障传统能源安全，促进可再生能源开发利用，增强地方减缓与适应气候变化的能力建设，保障河南省可持续发展目标的实现。%Energy and elimate ehange issues are mutual reeiproeal eausation. Now,energy seeurity and mitiga-tion and adaptation to elimate ehange has beeome an important issue in global,national and domestie provinees for sustainable development. Henan provinee should be through the strengthening eonstruetion of poliey and legal,se-eurity of traditional energy seeurity,promote the development and utilization of renewable energy,enhanee the ea-paeity building of loeal mitigation and adaptation to elimate ehange,to aehieve the goal of sustainable development of seeurity in Henan provinee.
