社会工作作为一项“助人”的专业活动，实践最初是从济贫、扶贫、解困和救难等工作开始的，形成预防和解决社会问题之功能，达到社会控制之目的。随着社会的变迁与发展，社会问题逐渐多元化呈现，社会工作在微观到宏观的服务中，又具备着社会改革的重要角色，以推动社会进步。而社会工作之所以在近几年被中国政府所重视，其“社会控制”和“社会改革”的重要角色尤为明显，面对转型时期的中国社会，社会工作在专业服务的人才队伍建设中，需要坚定伦理价值认可，不断夯实专业技能并勇敢执行专业使命，实现社会工作“维护社会公平正义”之使命。%As a professional activity whose aim is“helping others”, originally from helping the poor, poverty relief, relief and rescue work, the social work bring the function of preventing and solving social problems, achieve the purpose of social control.
