河南省高等教育财政投入努力程度研究--基于中部六省的比较

摘要

与其他中部省份相比，河南省高等教育财政投入总量较大，但生均预算内教育经费偏低。选取地方高等教育财政性经费占财政支出的比例、地方高等教育预算内经费占高等教育总经费的比例、高等教育预算内经费占总预算内经费支出的比例以及生均经费指数四个指标作为评价政府对高等教育投入努力程度的指标，对经济能力相似的中部六省的高等教育投入努力程度进行比较和评价。%Compared with other provinces of Central China,the public expenditure in higher education is larger but budgetary per student is lower in Henan.The paper analyzes the investment efforts of provincial government to high-er education in Six Provinces of Central China who have similar economic abilities,which through selecting four in-dicators:the financial investment of higher education accounts for the proportion of local finance,budget expenditure on local higher education accounts for the proportion of higher education total expenditure and total budget expendi-ture on education,and the index of expenditure per student of higher education.
