通过对2013年河北省与全国工业企业研发投入产出现状及投入产出绩效进行评价分析,归纳了河北省工业企业研发具有的优势和存在的问题,提出提升其工业企业研发投入产出绩效应强化R&D平台支撑,提高工业企业R&D效率;优化R&D用人环境,提高科技人员参与R&D活动积极性;加大研发投入,实现重点突破;提高基础研究投入强度,夯实R&D活动基础;大力推进知识产权战略实施,提升工业企业核心竞争力;发挥先进带动作用,实现工业转型提质增效.%Based on the evaluation and analysis of industrial R&D investment-output situation and performance of Hebei Province and the whole country of 2013, we summed up the advantages and problems of industrial R&D in Hebei Province, and proposed suggestions of upgrading its industrial R&D investment-output performance, strengthening R&D platform support and improving the industrial and enterprise R&D efficiency;optimizing R&D employment environment, improving enthusiasm of the scientific and technical personnel involved in R&D activities;increasing investment in R&D to achieve breakthroughs in key areas;improving the investment of basic research and consolidating R&D activities foundation;vigorously promoting the implementation of the strategy of intellectual property rights and enhancing the core competitiveness of industrial enterprises;advancing to play the leading role and to improve the quality and efficiency of industrial restructuring.
