重工业城市环境与经济协调发展问题分析--以内蒙古包头市为例

摘要

Emissions of pollutants in industrial cities cause tremendous threat on the quality of the environment .The economy can not be developed without energy resources consumption .Then,sacrificing environment for economic development and social progress ,or first for economic development second for environment governance ,or coordina-ting environment governance with economic development ,these become hot issues .This paper first reviews the anal-ysis on the relationship between the environment and the economy made by domestic and foreign scholars ,then ana-lyzes the relation between environment and economy through data model in heavy industry city ---Baotou.Finally specific policy recommendations for future coordination of environment and economic development are proposed .%重工业城市污染物的排放对环境的质量造成了巨大的威胁，而经济的发展又离不开能源资源的消耗。那么，是以牺牲环境为代价换取经济的发展和社会的进步，还是先发展经济然后再对环境进行治理，亦或二者可以并行不悖、同时协调发展，成为国内外学者关注的热点问题。回顾了国内外学者对环境与经济关系的分析探讨，通过数据模型分析了重工业城市---包头市环境与经济的内在联系，提出了今后环境与经济协调发展的具体政策建议。
