From the year 1946 to 1948, in order to alleviate the bad influence of fierce inflation, the Nanjing Nation-al Government took measurements to control the prices. Because of the hyper-inflation and relatively low wages in-crease rate, even for the frozen salaries policy, the disputes between the employers and employees soared quickly. The paper takes Nanjing Construction Industry Association as an example, and analyzes the role it played during the process of disputes settlement. It included petition the government and regulations to the members.
