黑龙江省农业技术推广存在的问题及对策

摘要

There are many problems in the system of promoting the agricultural technology in Heilongjang province, such as inefficient organizations, inadequate fund, and unqualified working staff. Therefore the solutions include optimizing the system, carrying out institutional reform, improving the staff distribution, and ensuring stable supply of fund. The system con- struction requires a more rapid reform step,government support,and a special working team.%黑龙江省现行农业技术推广存在的主要问题有职能作用不明确,机构设置欠合理;基本经费无保障,人员素质不均衡。解决上述问题的对策为整合机构设置、深化机制改革、优化人员结构、确保经费稳定。黑龙江省农技推广体系的建设还需加快改革步伐、争取国家支持、成立专门组织等。
