文化产业作为21世纪的“朝阳产业”，越来越受到世界各国重视。在分析了文化产业政府规制相关理论综述基础上，进一步分析了我国文化产业政府规制的依据，即文化产业的强外部性、自然垄断性、非排他性和非竞用性及信息不对称等，总结了我国文化产业政府规制的现状及存在的问题，从构建政府规制体制、完善文化产业规制手段和法律体系方面提出建议，使文化产业政府规制内容更加合理化，为提高文化产业政府规制的质量和效率、实现对规制者的有效规制等方面提出有意借鉴。%As the“sunrise industry”of the 21st century,cultural industry is not only a cultural phenomenon,economic phenomenon,but also a politi-cal phenomenon,more and more attention has been paid to it in many countries .The paper analyzed the basis of government regulation on cultural industries based on the summary of related theories,namely:the cultural industry of strong externalities,the natural monopoly,non-exclusive,and non-competitive and information asymmetry,etc.Secondly,the paper made a summary of the status of government regulations on cultural indus-tries.At last,the paper put forward some strategy advices on government regulation system ,regulation measurements and the legal system and regula-tion content.Regulation quality and efficiency need increasing to realize effective regulation to the regulators .
