雾霾逾渗动力机制及临界态下大气的治理

         

摘要

为了确定我国空气质量是否处于雾霾发生的临界点上,识别临界状态下最显著的影响因素,并提出有效的治理方案,首先根据我国空气状态的特征,确定出中国空气质量确实处于雾霾逾渗的临界点上,然后构造了一个与实际结果一致性很高的逾渗模型,分析认为,处于临界状态的我国雾霾发生不仅受到废气排放增加量的显著影响,更重要的是,显著受到温度、湿度、风速等气象因素的敏感影响.其次对关键性的人为排污行为进行了识别,确定出汽车排气、工业排气是最为关键的因素,提出一个双重委托机制对汽车排气与工业排气进行治理,并通过专家估计出治理之后的效果,将其置于模型中,经分析后判断,这一机制可以将我国大气质量降低到小于临界状态的程度,从而达到大气治理的目的.%To judge whether atmospheric quality is critical or not, identify who the most sig-nificant factors are, and design what the most effective treatment scheme is.A conclusion is drawn that the atmospheric quality is verified to be criticality of fog and haze percolation due to the identification result of state of atmospheric quality of China, then a corresponding per-colation model coupled with physical state of our air is constructed to explain how the fog and haze is developed and what the properties are.It is showed that the fog and haze are not only effected obviously by the exhaust emission quantity added but also effected sensitively by me-teorological factors of temperature, humidity and wind speed.Then the most crucial anthro-pogenic exhaust emission behaviors, automobile emission and industrial exhaust, are identi-fied.To control them below the criticality of fog and haze percolation such that the clean en-vironment persists, a dual principal-agent mechanism is introduced to harness environmen-tal pollution effective for automobile emission and industrial exhaust respectively.The gov-ernance effect is analyzed by estimating respective field then replacing them into the theoretic model.It is concluded that this mechanism can make the atmospheric quality below the criti-cality of fog and haze percolation.
