十九大报告提出要"推动形成全面开放新格局",加快保证农业海外投资健康发展既符合中国农业全面开放需求,也是中国农业供给侧结构性改革的重要组成.近十年的全球化进程中出现了逆全球化的短期回潮趋势,中国农业海外投资在快速发展的同时也面临着全球贸易资源保护主义抬头、国际经贸规则体系转轨冲击、东道国经济政治文化风险、融资约束、企业风险管理水平初级五项主要风险挑战.基于对上述风险的详细讨论,针对促进中国农业海外投资健康发展提出了四点对策建议:要积极拥抱农业全球化,构建新型农业国际合作关系;要积极争取国际经贸规则与农业治理主导权;要依托一带一路开展农业合作;要加大金融支持与加强企业风险管理培训,有针对性地扶持一批具有国际竞争力的跨国农业企业.%The report of the 19th CPC National Congress proposed "making new ground in pursuing o-pening up on all front". To promote and guarantee the healthy development of agricultural overseas investment is not only in line with China's continuing open up demand, but also an important component of agricultural supply side structural reform.In the past decade,the globalization process has encountered a short-term resur-gence of reverse globalization,while with the rapid development,China's agricultural overseas investment also confronted with the rise of global trade and resources protectionism, the impact of the international economic and trade rules system transforming,the host countries'economic,political and cultural risks,financing con-straints,and the lack of risk management for Chinese agricultural multinationals. Based on the detailed discus-sion of all these five major risks,we put forward four countermeasures suggestion:promoting the healthy devel-opment of China's agricultural overseas investment: embracing the agricultural globalization to construct new international agriculture cooperative relations;striving for the leading role in international trade and investment rules negotiation;increasing financial support and strengthening risk management training for Chinese agricul-tural multinationals with focus on supporting a group of agricultural multinationals to have international compet-itiveness.
