The development of the “Maritime Silk Road” made ancient countries around the South China Sea achieve mutual benefit and win-win result, mutual tolerance and learning, harmony and amenity, thus creating the regional order of peace, stability and development. However, with the implementation of China’ s conservative di-plomacy and the invasion of countries around the South China Sea by western colonialists since the Ming Dynasty, the“Maritime Silk Road” began to decline, thus causing the disintegration of the regional order on the South China Sea and the current chaos in that region. At present, concerted efforts made to build the 21st-century “Maritime Silk Road” on the part of various countries around the South China Sea aim to restore the regional order of the South China Sea so as to achieve common development needs and value pursuit. To this end, countries around the South China Sea should try their best to not only attain mutual benefit and win-win, equality and friendship but also to secure opening and mutual tolerance as well as courageous innovation so as to lay a solid foundation of economic mutual trust and political mutual trust for the reconstruction of the regional order on the South China Sea.%“海上丝绸之路”的发展使古代南海国家实现了互利共赢、包容互鉴、和睦友好，塑造了和平、稳定与发展的南海区域秩序。但从明代始，中国开启保守外交及南海国家受到西方殖民者的侵略使得“海上丝绸之路”渐趋衰落，南海区域秩序渐被分解，由此缘发当代南海乱局。当下，南海国家共建21世纪“海上丝绸之路”，其共同的发展需求和价值观追求要求重构南海区域秩序。为此，南海国家不仅要互利共赢，更要平等友好；不仅要开放包容，更要敢于创新，为重构南海区域秩序夯实经济互信和政治互信基础。
