海南省土地整治项目库绩效评价体系研究

摘要

After several years of construction, the land consolidation project library in Hainan has made great achieve- ments, strengthened the preparatory work of the project, and provided a guarantee for the timely arrangement of land con- solidation funds. In order to speed up the construction of land consolidation project library, advance planning prelimi- nary work and a reasonable and orderly use of land consolidation funds, promote sustainable and stable development, the performance evaluation system of land consolidation project library was made, the impact mechanism and factors of the land consolidation projects library performance were explored and the strategies and recommendations were proposed, which can provide scientific theories and methods for performance evaluation and management of land consolidation proj- ect library.%海南省土地整治项目库经过几年的建设，强化了项目的前期工作，为土地整治资金的及时安排提供了保障，取得了很大成效．为了加快土地整治项目库建设，提前谋划好土地整治项目前期工作，合理有序用好土地整治资金，促进土地整治工作持续稳定发展，文章对土地整治项目库进行绩效评价指标体系进行了初步的研究，探讨了土地整治项目库绩效评价的影响机理和因素，并提出相关改善策略与建议，为土地整治项目库绩效评价提供科学的理论与方法依据．
