当前我国进入高质量发展阶段, 城镇化更加注重公共服务均等化、发展平衡化、宏观调控强化、发展全面化以及发展速度合理化.中心镇是新型城镇化和高质量发展的重要载体, 文章在理论分析基础上, 提出"以培育型为主、兼顾延续型"的县域中心镇遴选思路.同时以环长株潭城市群范围内的衡山县为例开展实证研究, 采用综合指标方法, 定量测度县域各城镇的培育和延续价值, 提出中心镇遴选方案, 进而为其他类似区域研究与实践提供借鉴.%At present, China has entered a stage of high-quality development, urbanization is under way by adhering to equalization of public services, balanced development, strengthening macro-control, comprehensive development and rationalization of development speed. Central town is an important carrier of new-type urbanization and high-quality development. On the basis of theoretical analysis, this paper puts forward the idea of central town selection, which is "cultivation-oriented and continuation-oriented". At the same time, taking Hengshan County in Urban Agglomeration around Changsha-Zhuzhou-Xiangtan as an example, this paper conducts empirical research, quantitatively measures the cultivation value and continuation value of each town in the county, puts forward suggestions for the selection scheme of central towns, verifies and amends the selection idedogy, and then provides reference for other similar regional research and practice.
