The increasing in business costs will directly slow down the inflow of capital,and thereby affects the fixed assets investment and economic growth of the region. This article analyzes,in terms of the business cost,the elements that influence Shanghai's economic growth and by dynamics model system,simulates the expected trail of economic growth on an empirical basis. It also simulates different cases of economic development through setting diverse situations. The study reveals the fact that the high business costs in Shanghai are likely to affect the local economic growth. It is necessary to enhance the urban economic growth rate and level by means of the government’s regulation and controlling,increasing government expenditure,restricting and lowering the business costs.% 商务成本的增加将直接减缓资本的流入，进而影响到该区域固定资产投资及经济的增长。本文以商务成本为视角，分析其对上海经济增长的影响，通过构建系统动力学模型，实证模拟了上海经济增长预期轨迹，并通过情景设定，模拟了不同情形下的经济发展状况。分析得出上海商务成本居高不下影响其经济增长速度的结论，同时提出可以发挥政府调控能力、扩大政府支出，控制及降低商务成本，进一步提升上海城市经济增长的速率和能级。
