析萨托利“有限多数原则”

摘要

乔万尼萨托利在《民主新论》中强调，民主的工作原则是有限的（受限制的）多数统治原则，且这一原则立足于保护少数权利以及利用少数权利限制多数的统治。同时，有限多数原则是现代民主制度的可行性原则，该文通过对简单多数原则与有限多数原则的分析，阐明了简单多数原则的含义及其存在的问题。进而通过与简单多数原则比较，分析了有限多数原则及其所具有的优点，指出了在现代民主的运行过程中有限多数原则比简单多数原则更可行。%In the book of The Theory of Democracy Revisited, Giovanni Sartori stressed that the working principle of democracy is limited or restricted majority rule which is based on the protection of minority rights and the utilization of minority rights to limit the rule of the majority. Meanwhile, limited majority rule is the feasible principle of modern democracy. Through contrastive analysis of plurality rule and limited majority rule, this paper expounds the meaning of the former and its existing problems and further analyzes the advantages of the latter in comparison to the former, and it comes down to that limited majority principle is more feasible than plurality rule in the operating process of modern democracy.
