我国地下水污染整治制度构建与探讨

摘要

Groundwater resource is the important strategic resource to support sustainable development of e‐conomic society .However ,with the rapid development of China's economy ,the problems of groundwater pol‐lution have become increasingly prominent .The water quality of nearly 20% of urban centralized groundwa‐ter is worse than level Ⅲ .To ensure the safety of drinking water and human health ,the groundwater pollu‐tion's renovation system needs to be established immediately .Fully learning from the advanced experiences from the United States ,Japan ,Britain and South Korea ,China is trying to construct and perfect the law and regularity system of preventing and controlling the groundwater pollution ,deeply investigating and evalua‐ting the groundwater pollution ,and it also innovate the economic policy of preventing and controlling the groundwater pollution .%指出了地下水资源是支撑经济社会可持续发展的重要战略资源，随着我国经济的快速发展，地下水污染问题日益突出，全国近20％的城市集中式地下水水源水质劣于Ⅲ类。分析了美国、日本、英国、韩国的先进经验，提出了建立和完善我国地下水污染防治法律法规体系，深入开展地下水污染调查评估，创新地下水污染整治的经济政策。
