基于DEA模型的平凉市耕地利用综合效益评价

摘要

This paper selects Pingliang City as evaluation unit and by means of the CCR model of DEA to undertake economic,social and ecological benefits of quantitative analysis and effectiveness evaluation,in order to obtain the cultivated land use structure optimization scheme and input-output adj ustment scheme. The results were as follows:The cultivated land use benefit of Jingchuan,Lintai,Chongxin and Huating County were DEA effective,Kongtong,Zhuanglang and Jingning County were DEA inefficient;Jingchuan, Lintai,Chongxin and Huating County were scale invariant,Kongtong,Zhuanglang and Jingning County were decreasing scale;For countries of DEA inefficient,through the model correction:all the inputs of cul-tivated land were redundancy,and the output with a certain proportion is increased.Therefore,reduce the input could make the economic,social and ecological benefits turn to the best state.%本文采用数据包络分析(DEA)的CCR模型，以平凉市六县一区作为评价单元进行经济，社会和生态三大效益的定量分析和有效性评价，以期获得耕地利用的结构优化方案及投入产出调整方案。结果表明：泾川、灵台、崇信、华亭等县耕地利用效益为DEA有效，崆峒、庄浪、静宁等县耕地利用效益为非 DEA 有效；泾川、灵台、崇信、华亭等县的规模收益不变，崆峒、庄浪、静宁等县规模收益递减；非 DEA 有效县区通过模型修正得知，减少投入可以使产出有一定比例的增加，经济、社会和生态效益向最佳状态转变。
