关于提升公安机关小案侦破能力的思考

摘要

Currently, secondary cases against property represented by theft, robbery and fraud account for the majority of criminal cases. They are the main factors influencing the overall social order. Facing the low rate of solved secondary cases,the Ministry proposed a concept guiding criminal investigation ： ＂cracking down on big cases,and solving the secondary ones at the same time＂, which requires police agencies to make full use of information technology tools,ensure the con vital interests sruction of mechanis, m,and protect people＇s in gaining intelligence information,implementing Internet operations ,etc. to enhance the in- vestigation capabilities of secondary ~.%当前,以盗窃、抢劫、抢夺、诈骗为代表的多发性侵财型小案既是影响刑事犯罪总量的主要因素,更是事关社会治安大局的重要因素。面对小案破案水平整体不高的实际情况,公安部适时提出了＂既要破大案,又要管小案＂的刑侦工作理念,要求公安机关要充分借助信息化手段,以机制建设为抓手,从加强情报信息、推行＂网上作战＂等方面全面提升小案侦破能力,维护人民群众的切身利益。
