乡村治理进程中村干部腐败的成因及防治对策

摘要

Village cadres play an important role in rural governance,they have great significance to promote rural economic and social development.However,with their power resource increasing,some village cadres corruption gradually becomes remarkable.Based on the characteristics of the village cadres corruption,the causes of the village cadres corruption are analyzed in terms of the conflicts of responsibility,the absence of relevant laws,low matching degree on the position of power with the regulatory mechanism,formality on democratic supervision of villagers,and the internal shortcomings of village cadres.Accordingly the corresponding countermeasures are proposed such as perfecting incentive mechanism,strengthening education and training,perfecting regulatory mechanisms,improving legal norms and playing the supervisory role of the village collective forces.%村干部在乡村治理中扮演着重要角色，对促进乡村经济社会发展发挥着关键作用，然而随着其权力资源的增加，部分村干部的腐败问题逐渐凸显。结合村干部腐败的主要特征，从职责发挥冲突、相关法律缺位、职位权力与监管机制匹配程度低、村民民主监督流于形式、村干部自身内部短板等方面对村干部腐败的成因进行了分析。提出应从完善村干部激励机制、加强村干部教育引导工作、健全相应的法律规范、完善上级监管机制、积极发挥村集体内部监督力量的作用等方面防治村干部腐败。
