大数据驱动政府科学决策:现状与前景

         

摘要

Introducing big data into the field of government decision-making will help to effectively realize the value of government decision-making, comprehensively and timely perceive and analyze social conditions and public opinions, accurately predict and measure social risks, clarify decision-making objectives, and expand decision-making participation.In the process of big data-driven government decision-making, there are some problems, such as the difficulty of popularizing big data technology, the low degree of opening of public data resources, and the weak ability of using big data technology.These problems are mainly attributed to the low identification of some leading cadres with big data thinking, the lack of collaborative operation and responsibility of decision-makers, and the lack of talent education and professional training.Therefore, using big data to drive government's scientific decision-making needs to establish the thinking concept of big data decision-making, steadily promote the open sharing of big data resources, and earnestly grasp the talent education and professional training.%将大数据引入政府决策领域有助于高效地实现政府的决策价值、全面及时地感知和分析研判社情民意、精准预测和度量社会风险以及明确决策目标、扩大决策参与.大数据驱动政府决策主要面临着大数据技术推广难、公共数据资源开放程度低、运用大数据技术的能力较弱等问题.这些问题主要归因于部分领导干部对大数据思维认同感较低、决策主体缺乏协同运作和担当精神、人才教育和专业化培训不足.因此,运用大数据驱动政府科学决策还需要树立大数据决策的思维理念、稳步推进大数据资源的开放共享、切实抓好人才教育和专业化培训.
