By the early Meiji period,the central of the reform government had already profoundly understood Japan's position in the international society and situationThe Meiji leaders established the view of international order,including Japan' s future development orientation and the re-positioning of Japan and the world. Modern Japan' s view of international order had a surprising similarity with the modem European thoughts of international order. The understanding of the upper and lower order in Fukazawa Yokkaichi' s thoughts of international order is the same as the modern European thoughts of international order. Also, Modem Japan' s view of inter ational order was closely combined with the state power right after Meiji Reform.
