实战化条件下军事代表系统编配文职人员之思考

     

摘要

在军事代表系统编配文职人员,把有限的现役军人编制员额用于作战和指挥岗位,是适应军队改革,一切工作向实战化聚焦的客观需要。通过分析我军军事代表系统编配文职人员的必要性,针对军事代表队伍存在的人手少、任务重等突出问题,从编配原则、具体组织实施策略等方面提出在军事代表系统编配文职人员的建议。%Allocation of civilian personnel in military representative system is objectively necessa-ry to adapt to military reform and devote all resources to actual combat.It allows limited number of military personnel to be assigned to combating and commanding posts also.The paper makes analysis on the necessity of allocation of civilian personnel in military representative system and makes some suggestions on outstanding problems like shortage of manpower and heavy task in our military repre-sentatives.These suggestions focus on allocation principles,implementation tactics and so on.
