临近空间高超音速新技术研究管理问题分析

摘要

临近空间高超音速飞行器技术是近年来航空航天领域研究的热点，高风险、高技术、高投入的特点对其新技术研究的管理带来巨大的挑战。首先分析了临近空间高超音速新技术项目管理跨行业、跨领域、高风险的特点，探讨了新技术研究实施项目管理面临的问题。提出了有效结合专家负责制和“两总系统”/“三师系统”的创新管理模式，从搭建交流平台，控制管理节点的角度对我国高超音速新技术研究的管理提出了建议。%The technology of hypersonic aircraft in near space is a hot topic in aerospace field these years.The high risk,high technology and high investment are huge challenges to the manage-ment of the new technology study.The paper firstly analyzes the characteristics of the new technology proj ect management in this field which featuring cross-industries,cross-fields and high risks.Then,it discusses the problems facing the proj ect management in this new technology study.It also brings out an innovative management mode featuring the effectively combination of expert responsibility system and “two general systems/three professional systems”.Lastly,it gives advices to the management of hypersonic technology study of the PRC in the respects of building up communication platform and controlling management nodes.
