我国建设项目人工市场价格不断单边大幅度上升,建设单位与施工单位对人工市场价及人工费认识不清,人工市场价变化风险分担界限不明,由此引起合同价款调整纠纷逐渐增多,建设双方利益的博弈严重降低合同履约效率.通过文献综述理清人工市场价与人工费的关系,明确人工市场价变化的风险分担界限,依据实物工程量人工成本信息调整人工费,在参照材料价款调整方法的基础上结合人工市场价格的特点提出当人工市场价格变化时人工费的具体调整方法,进而确定合同价款调整额度,提高合同履约效率.%At present, the conflicts in contract sum adjustment have gradually increased due to the fluctuation of labor rates, the lack of understanding of labor cost, and the ambiguity of risk in labor cost changes, which leads to a reduction of contract performance efficiency. This paper explores the risk allocation in labor cost adjustment,determines a reasonable range of the labor costs in market,and proposes a specific method for the adjustment of labor fee using physical quantities in labor cost information. By confirming adjustment range of final contract price, the performance efficiency of contract is improved.
