电网应急指挥系统设计

             

摘要

Large-area blackout has great negative effect to social public security, which is difficult to manage and deal with under traditional dispatch automation system. Aiming at the deficiency of current dispatch system, the demand of emergency command system was analyzed in this paper. And the software architecture and service logic was designed. To ensure the reliability of power supply, the emergency system was designed to provide assistant decision making and technical support based on three stages before and after the emergencies occurred. The proposed system has the following functions, including risk assessment, early-warning, weak spot identification, fault diagnosis and location, equipment load-ability assessment, optimization of disaster-relief resources allocation schedule, visualization of emergency handling process. Finally, the key technologies of the emergency command system were discussed. The proposed system can validly deal with and decrease the negative effects caused by emergency incident, which can guarantee the reliability of power supply.%电网突发事件带来的大面积停电给社会公共安全造成了极大的负面影响,传统调度自动化系统在突发事件来临时往往无法起到应急管理的作用.针对当前调度系统的缺陷分析应急指挥系统需求,设计电网应急指挥系统的软件架构与业务逻辑.该应急系统能针对突发事件发生前后的3个阶段分别提供辅助决策与技术支持,以保证供电可靠性.同时,该系统可提供风险评估与预警发布、薄弱点辨识、故障识别与定位、设备可载性评估、应急资源优化调度、应急过程可视化等功能,最后,详细阐述了该应急系统的关键技术.该系统可有效应对和减少突发事件对电力系统与社会公共安全造成的负面影响,保证电网供电的高可靠性.
