East Asia is one of the most complicated regions on security situation in the world. Presently, ways tions is a problem in building multilateral cooperation mechanism, while the efficiency and justice of mechanism can not be guaranteed. A perfect system of hegemonic stability in East Asia has not been the security shaped and the hegemonic standing of the U.S. has begun to decline. Up to now, the East Asia Security Community has just been a blueprint of imagination. Accordingly, to maintain the long and sustainable security around China and con- struct the security future of East Asia, we should set an idea of comprehensive security, paying attention to securi- ties in areas such as people, society and economy besides the traditional national security. Furthermore, great na- tions should build a basic security frame through consultation, and then China should carry out multilateral dialogue and multi -field strategic cooveratidn with around countries so at to achieve lasting security.%东亚是当前世界安全形势最复杂的地区之一,目前关于保障东亚安全基本上有三种思路。一是建立多边合作机制,二是霸权稳定,三是建立象欧洲共同体一样的安全共同体。这三种思路在东亚都有实践,不过都存在着难以避免的问题。建立多边合作机制面临着大国竞争主导权的问题,而且安全机制的效率和公正性往往不能保证。霸权稳定在东亚一直没有形成完整体系,而且美国的霸权地位已经开始衰落。东亚安全共同体在目前来看也只是一个想像中的蓝图。因此,要想长期和可持续地解决中国周边的安全问题,塑造东亚安全的未来,必须要树立综合安全的观念,除了追求传统的国家安全,还要重视人、社会、经济等非传统领域的安全,在此基础上,首先由大国通过协商手段建立基本的安全框架,然后中国与周边各国通过双边对话和多领域的战略性合作实现持久安全。
