网运分离是我国铁路改革的可选择方向

摘要

Currently,the integration mode of railway infrastructure & operation may have caused some problems. Firstly, this paper analyzes reasons for not separating the railway infrastructure & operation and clarifies the functions of the government and enterprises of railway. Then, it maintains that it is essential to implement the railway reform by separating railway infrastructure&operation so as to attract social capital investment and pro-mote railway companies market-oriented operation.
