网运分离是我国铁路改革的可选择方向

             

摘要

Currently,the integration mode of railway infrastructure & operation may have caused some problems. Firstly, this paper analyzes reasons for not separating the railway infrastructure & operation and clarifies the functions of the government and enterprises of railway. Then, it maintains that it is essential to implement the railway reform by separating railway infrastructure&operation so as to attract social capital investment and pro-mote railway companies market-oriented operation. Finally, this paper proposes some relevant reforming ap-proaches for the separation of railway infrastructure and operation.%深度剖析我国铁路未进行网运分离改革的原因,提出为厘清铁路政企职能、吸引社会资本投资铁路、推进铁路企业市场化经营,需对我国铁路实施网运分离改革,并探讨了网运分离改革运作方式.
