东北三省人力资源供给安全评价研究

     

摘要

This paper, based on the previous typical cases and literature research, selects 25 measures from 4 dimensions, and establishes an initial indicator system .Using the data of 31 provinces in 2012 and re-clustering the indicators by means of Factor Analysis, the research extracted four main factors, including human resource supply quality and talent structure, human resource security mechanism and dynamic change; human resource basic education and industrial structure, and human resource supply natural structure and higher education;and obtained the regional human resource supply safety evaluation linear model. The data of three provinces of Heilongjiang, Jilin and Liaoning are put into the given model, then, the researchers got comprehensive score. The result shows that Liaoning Province is the best with the human resource supply safety score, which makes it in the range of safety;Jillin Province places the second, in the medium level;Heilongjiang Province is out of the safety;therefore, much attention should be focused.%通过前期的专家访谈以及文献研究依据四个维度选取25项具体可量化的衡量指标,构建了初期的评价指标体系。选取我国31个省市的2012年各项指标数据,运用因子分析方法对指标进行重新的聚类,提取四个主因子,分别为人力资源供给数量和人才结构因子、人力资源机制保障和动态变化因子、人力资源基础教育和产业结构因子以及人力资源供给自然结构和高等教育因子。同时构建了区域人力资源供给安全评价的线性模型。将黑龙江、吉林、辽宁三省数据分别带入评价模型中,得到了三省的综合得分。结果显示东北地区中,辽宁省的人力资源供给状况是最好的,属于较安全范围;吉林的人力资源供给状况位于第二,属于一般状况;而黑龙江的人力资源供给状况属于较不安全的范围,需要警惕。
