To implement principles prescribed at the 18th CPC National Congress and the Third Plena-ry Session of the 18th CPC Central Committee , to take practical measures to safeguard legitimate rights of the people , and to do a good job concerning letters and visits from the people , it is necessary to innovate methods applied to solving key problems revealed in such letters and visits .To do so, it is imperative that the preventive mechanism be established at the very origin where problems arise , that the letter-and-vis-it system be established at every level of authorities , that the long-term mechanism be established and the measures for supervision be adopted .%创新群众工作方法解决信访突出问题, 是贯彻党的十八大和十八届三中全会精神的需要, 是切实维护好群众合法权益的需要, 是做好新形势下信访工作的需要. 解决当前信访突出问题要建立源头预防机制, 逐级信访制度, 建立长效机制和督查督办方式, 实现对信访突出问题的有效解决.
