基础教育是我国教育发展的重中之重,不但是高等教育和职业教育的重要基础,也是我国公民素质提高的重要保障.自建国以来基础教育的发展就受到了十分的重视,但也存在着严重的问题.东、西部地区的发展不均衡就是影响基础教育的重要因素,这种不均衡主要体现在办学规模、教学质量和师资力量上,而究其原因除了地区本身的发展水平外还有经费投入上的差距也是重要的影响因素.%Basic education is the top priority in the development of education in China.
