科学与政治关系视角下专家参与公共决策的角色选择

摘要

现代公共决策需要具有专业优势的专家参与决策，以应对日益增强的公共决策风险。遵循“真理”原则的科学与遵循“权力”原则的政治的互动关系，可为公共决策中专家角色选择提供解释框架。当决策情境存在价值冲突或高度不确定性时，专家和决策者应该寻求一种伙伴式的合作，探求专业知识的民主化。%Experts with professional advantage are needed to participate in modern public decision-making in order to cope with the increasing risk of public decision-making.Science follows the principle of “truth”and politics fol-lows the principle of “power”.The Interactive relationship between science and politics can provide an explanation framework for role choice of experts in the public decision-making.When there is a value conflict or a high degree of uncertainty in the decision-making situation,experts and policymakers should seek a cooperation of partner-shipand the democratization of professional knowledge.
