The relative insufficiency of develop- ment in the primary stage of socialism is the origin for various contradictions among the people. Economic and so- cial development provides more means and greater latitude to resolve the contradictions. Development cannot auto- matically resolve the problem of contradictions among the people. In order to make the material foundation play a bigger role, not only should more financial resources be put in, but also great attention should be paid to social jus- tice and interest relationship coordination. To resolve contradictions among the people, we should not only relie on material force but also use it in coordination with other means.
