单元控规编制的实践与探索--以安徽长丰县为例

摘要

Based on the analysis of the planning background,this paper focuses on the regulatory unit planning′s status and role.Respectively,from the three aspects of unit division,planning facilities arrange-ments and control framework,it analyzes the main content and focus of regulatory unit planning prepared by Changfeng County,and highlights the transition of the regulatory unit planning from the ″rigid control″to ″hardness with softness″.The research has a strong practical significance.%在分析规划编制背景的基础上，着重介绍了单元控规的地位、作用。分别从单元划分、规划设施安排及控制三方面来分析长丰县单元控规编制的主要内容和工作重点，凸显出单元控规由“刚性控制”向“刚柔并济”的转变，具有较强的现实意义。
