从革命理论到执政理论--从革命党到执政党转型的理论基础分析

目前党的建设的重大任务，是在执政的理论形态上加快完成“从革命理论到执政理论”的转变，从而为党的转型发展指明方向。“执政理论”的核心内容是处理好党与人民的权力关系，党的“权力认同”模式要从过去的通过革命转向通过不断改革赢得认同与支持；党的“权力基础”则应向整个社会大力拓展；党的“权力运行”模式要实现由集中到民主与法治的转型。新时期党的“执政理论”建构，要以中央提出的“以人为本”为执政主基调，将“以人为本”由重要概念发展成为完整的理论体系。坚持“科学执政、民主执政、依法执政”，推行“权力清单制度”，选择法治作为推动执政转型的突破口。%At present, the major task of the construction of CPC in ideology is to speed up the completion of the change“from revolu-tionary theory to ruling theory”, which points out the direction of the Party's transformation and development. In the new era, the con-struction of ruling theory should regard the“people-orientation” as the main tone, and develop“people-orientation” from an important concept to a complete theoretical system. Adhering to the idea that“scientific ruling, democratic ruling and ruling by law” and promo-ting the “power list system”, the Party should select the rule of law as a breakthrough to push the transformation.
