论就业质量与就业的职业化

         

摘要

对于当前中国的就业市场来说,不应该是单纯地追求扩大就业规模,而是到了努力强化和提高就业质量的时候了。中国经济发展正在从外延的、粗放的发展模式向内涵的、集约的发展模式转变,那么中国的就业必然要从以往的单纯数量扩张型转向数量与质量并重的发展模式。何谓就业质量?一般被认为,稳定的职业、体面的收入、安全的工作、充分的社会保障、和谐的劳动关系等就是高质量的就业,也即是劳动者所期待的就业。美好的东西当然是令人期待的,追求这种高质量的就业应该是整个社会的目标。然而,上述标准只是就业质量的一个方面,它还有另一方面的要求和标准,这就是:从业者的专业化知识与技能、职业道德与职业精神、职业责任与职业要求、职业规范与职业行为方式等等,以及与职业化水平相适应的职业效率和职业产出。这才是真正全面的高质量就业,这种高质量就业也就是职业化的就业。让每一个就业者有个稳定的职业,成为职业化的劳动者,提高整个就业市场的职业化水平,才是我国提高就业质量的必由之路,也是解决中国就业问题的根本之路。%As for current employment market in China, the most important task is not to pursue purely large employment scale, but to strengthen and improve employment quality. Chinese economy is evolving from denotative and extensive developing mode to connotative and intensive one. So will China~ s employ ment. What is employment quality? It is generally agreed that stable career, good income, safe job, sufficient social security and harmonious labor relations lead to high-quality employment, which is longed for by laborers. Beautiful things are of course expected, and to pursue high-quality employment should be a goal of the entire society. However, the above standards are only one aspect of employment quality. There is an- other aspect: professional knowledge and skills, vocational ethics and spirit, vocational responsibility, requirements, criteria and behaviors, along with vocational efficiency and output that suit the professionalization level. This is real comprehensive high-quality employment. To let every employee have a stable career and become a professional laborer, and to improve vocational level of the entire employment market are the only way to improve employment quality in China and the ultimate way to solve employment problems.
