包装废弃物能源化处理研究

摘要

On using burnable wastes obtain the thermal energy technique foundation up,we reference to related technique laws of EU and the "packaging and the environment" related technique contents of ISO series standard,discuss to burn packaging wastes generate electricity the environment risk of the period.This paper put forward the essential condition that avoids pollution of the environment and obtains the economic benefit.In order to lower the environment risk of burning,packaging wastes energy turns a processing,general designation as the technique and the method of "comprehensive make use of".On this foundation,the current actual circumstance gives a synopsis conclusion in our country.%在分析研究利用可燃废弃物获得热能技术的基础上,参考欧盟相关技术法规和即将颁布的＂包装与环境＂系列国际标准有关内容,论述焚烧包装废弃物发电期间的环境风险,提出了避免环境污染并获得经济效益的必要条件,探讨了包装废弃物能源化处理的技术和方法。指出应建立城市垃圾管理系统,制定城市垃圾管理制度和规章,防止包装废弃物混入生活垃圾。在没有建立城市垃圾管理系统的地方,不宜上马焚烧发电项目。应减少有环境风险的包装材料的用量,用可持续获得的生物质原料替代包装材料中不利于能源化处理的成分。对现有焚烧发电设施进行环境影响和经济效益等全面评估,不能过度依赖引进发达国家的焚烧炉,应积极研发更安全可靠的新技术。
