定密是保密工作的源头，也是2014年初公布的《保密法实施条例》规范重点之一。《保密法实施条例》从四个方面加强了对定密制度的规范：定密范围体现了立法的系统性，定密责任人的定密活动全程规范，定密程序逐步细化，定密监督进一步增加了强度。然而，在明确不应当定密信息、区分不同定密权人职能、强化定密权人培训、完善定密程序及与定密监督配套制度等方面，仍有待定密管理规定等规章层面的规范性文件的进一步细化以及实践中的经验积累。%Classification is the source of confidentiality, also an important focus of the newly promulga-ted“Regulation on the Implementation of the Law of the People's Republic of China on Guarding State Secrets”.The regulation intensively regulates classification from four aspects:the systematicness of leg-islation of classification categories, the full specification of classifier's working, the stepwise refinement of classification procedure, the increased strength of the classification supervision.However, problems still exist in some areas ,such as classification prohibitions and limitations, identifying the functions of different kinds classifier, strengthening classifier training, improving procedures and supervision sup-porting system as well.These problems need further refined by “Classification Regulations”or other normative documents, as well as need experience gained in practice.
