北京“高精尖”经济结构建设探讨--以专利制度为视角

In the era of knowledge economy, Beijing, as the capital of China, should uphold and strengthen its strategic orientation as Science and Technology Innovation Center, which needs to insist on technology innovation and industrial structure upgrading to build the advanced economic structure. The patent system plays an important role in science and technology innovation and economic development by providing the patentee with the exclusive right during a certain period of time. The United States has been adjusting its patent system in more than one hundred years, which effectively enhanced its innovation capacity and market competitiveness, and enabled it maintain a leading position in the world economy. Beijing should put its patent development into economic transformation and upgrading, and construct its advanced economic structure by creating an innovative environment, cultivating innovation capacity, promoting technology utilization, developing intellectual property services and training international talents.%在知识经济时代，北京作为全国的首都，其发展应该坚持和强化全国科技创新中心的战略定位，坚持科技创新与产业升级，构建“高精尖”经济结构。专利制度通过赋予专利权人以公开为对价的一定时限内的独占权，对于推动技术创新和经济发展起到了重要作用。美国百年来通过不断调整完善专利制度，有效提升了国家创新能力和市场竞争力，保持了世界经济领先的地位。北京在经济转型升级过程中，应将专利发展融入其中，通过营造创新环境、培育创新能力、促进转化运用以及发展知识产权服务业和国际化人才等，支撑北京“高精尖”经济结构建设。
